Union of Small and Medium Enterprises urges Prime Minister to revamp ministry of science and technology

Karachi, June 28, 2013 (PPI-OT): The Union of Small and Medium Enterprises (UNISAME) urged prime minister (PM) Nawaz Sharif to revamp the ministry of science and technology (MOST) to make it meaningful and effective to achieve modernization scientifically.

President UNISAME Zulfikar Thaver said the MOST is lethargic, lacking the drive and push and not playing the role of being an effective tool in modernization and innovation. It needs to be pressurized to serve the business community with interest.

He said the Pakistan Institute of Science and Industrial Research (PCSIR) and the Pakistan Standard Quality Control Authority (PSQCA) are under the MOST and both are capable of outstanding work for the cause of the SME units but unfortunately both the institutions are not geared for proactive work. It is expected of them to do research and bring about change in efficiency, quality, lowering cost and adding value to goods and services with application of mind through scientific approach.

He said as suggested by the international bodies the PSQCA needs to formulate a National Policy for Quality Control to uplift the quality enhancement measures to international standards. The supply chain is deteriorating in agricultural produce items which is reflecting badly in agri based industries. The rice, wheat, maize, cotton, fruits, vegetables, flowers, spices and other produce items need plans and programmes for value addition and need the support of MOST for technical advancement.

Thaver stated that the PCSIR is fortunate to have very good scientist and are in a position to bring about innovation in commercial production, energy generation, develope import substitution industries and encourage SMEs to invest in industries of indigenous raw material for exports. The scientist at PCSIR need to be upgraded and promoted and facilitated for optimum work as they are paid below the levels and feel discouraged.

The PCSIR is capable of remarkable work in value addition and needs to interact with the SMEs in farming, services, trading and manufacturing to add value to their goods and services.

The union urged the PM to appoint dynamic private sector heads for the PCSIR and the PSQCA to change the outlook and bring these institutions to doing outstanding work for industrialization and SME promotion and development.
